A new amendment to Central American Technical Regulation (RTCA) 67.01.31:20 changes the documentary requirements for the sanitary registration of certain processed foods manufactured by third parties. 

Under Resolution No. 502-2026, the Council of Ministers of Economic Integration (COMIECO) amended Note 2 of subparagraph h, section 4.1 of RTCA 67.01.31:20, expressly providing that the documentation requirement for products manufactured by third parties does not apply in Costa Rica or Guatemala. 

The resolution was adopted on July 3, 2026 and has been in force since that date. Its application in Panama is subject to COMIECO’s approval of the corresponding administrative act. 

What does this change mean? 

Costa Rica and Guatemala no longer require the third-party manufacturing contract to be submitted for the sanitary registration procedures covered by this provision.
