On September 22, 2025, the Legislative Assembly approved, in its final reading, Bill No. 23,142, which amends Article 515 of the Labor Code.
What does the reform establish?
Once this law enters into force, employers must grant leave to employees for the following purposes:
- To appear as witnesses or participate in judicial proceedings.
- To carry out duly justified personal administrative procedures before the Ministry of Labor and Social Security.
- To take part in disciplinary proceedings within the Public Administration.
With or without pay?
The reform guarantees the right to receive salary during such absences, provided that the employee submits the summons in advance and, subsequently, proof of attendance.
The law will enter into force upon its official publication in La Gaceta.
