This new law repeals the previous Law No. 200, “General Law on Telecommunications and Postal Services,” of 1995, its Regulations, and other rules and policies that had been governing the telecommunications sector in the country. The reform seeks to modernize the legal framework for a sector characterized by constant innovation and technological development.

Law No. 1223 recognizes that telecommunications, due to their continuous transformation and evolution, have become a cross-cutting enabler for the provision of services in other sectors of the economy, including health, education, commerce, finance, agribusiness, and transportation. By helping to reduce the digital divide, these services can reach broader segments of the population and generate significant social and economic benefits.

The law also seeks to align rapid scientific and technological progress in Information and Communications Technologies (ICT) with an efficient and effective legal framework that addresses current challenges and reflects the convergence of technologies and industries, ultimately fostering greater competitiveness and productivity in the sector.

The Nicaraguan Institute of Telecommunications and Postal Services (TELCOR) will continue to act as the regulatory authority for the telecommunications sector. It is expected to issue additional rules and policies in the near future to ensure proper implementation and enforcement of Law No. 1223.
