Since I began my career in administrative law, I have always felt a particular passion for the issue of water and the environment. Water, more than a simple resource, represents the essence of life and the sustenance of numerous ecosystems, many of which have been under constant threat due to human actions and climate change. I have addressed this topic in depth on my blog, with articles such as “The Future of Water in Guatemala: Is It Time for a Law?” and “Water: The Urgency of Establishing an Effective Regulatory Framework.” Every line written, every argument presented, has always had the ultimate goal of protecting and conserving this vital resource.
The last week of September 2023, I had the honor of representing BLP and ZONE ENVIRONMENTAL SERVICES in the signing of the “MULTI-SECTOR INTER-INSTITUTIONAL AGREEMENT FOR THE CREATION OF THE ALLIANCE FOR THE MOTAGUA RIVER BASIN,” an initiative that, in simple words, seeks to join forces between different entities and sectors of society to work together for the protection and conservation of the Motagua River. It is a call to collaborate, transcend, and, as I mentioned in my speech during the signing ceremony, leave a better legacy to our children than the one we received.
This Agreement symbolizes creating and establishing the Alliance for the Motagua River Basin. This unprecedented union aims to integrate ministries, municipalities, government entities, foundations, business corporations and citizens not only of Guatemala but also of Honduras and Belize. Its mission is clear: work together to mitigate environmental impacts, promote the protection, conservation and improvement of the Basin, and establish preventive measures that protect the health of its inhabitants and the rich biodiversity it houses.
The challenge is great, but as an African proverb reminds us: “If you want to go fast, go alone; if you want to go far, go together.” The Alliance for the Motagua River Basin invites us to come together and work together to achieve a clean, healthy and full-of-life Motagua River. Join me on this tour of the details and scope of this Agreement that marks a milestone in the environmental protection of our region.
A Transcendental Agreement for the Environment
The preservation and proper management of our water resources are fundamental pillars for the sustainability of any society. The health of our rivers and watersheds guarantees water availability for future generations and ensures the prosperity of rich and varied ecosystems and, therefore, the biodiversity that inhabits them. In this context, the Motagua River Basin, crucial for the region as it passes through the territories of Guatemala and Honduras, becomes a priority for both nations.
This basin, despite its relevance, is not without problems. It is currently at a crossroads, facing challenges such as the contamination of its waters, the inadequate management of solid waste, the loss of biodiversity, and the effects of climate change. These challenges not only threaten the health of the river ecosystem but also the quality of life of thousands of inhabitants who depend directly or indirectly on the resources it provides.
Given this scenario, the need for coordinated and effective action becomes essential. Here is where the Multi-sectoral Inter-institutional Agreement emerges as a response. This accord is not just a paper agreement; it represents the joint will of, both public and private institutions to face the challenges threatening the Motagua River Basin. Its goal is clear and ambitious: unify efforts, resources, and knowledge to establish and strengthen the “Alliance for the Motagua River Basin,” seeking not only to stop the deterioration but to reverse it, bringing this basin to a state of optimal health and balance.
General Objective: Creation of the Alliance for the Motagua River Basin
The agreement’s genesis is the formation of the Alliance for the Motagua River. This alliance represents a coalition of entities dedicated to promoting and collaborating on projects that help to protect and conserve the river and its surroundings. This union seeks to address environmental problems and protect the health and well-being of the inhabitants and the biodiversity that depend on the river. The objective is clear: mitigate negative impacts and establish preventive measures against pollution.
Specific Objectives: Towards a Sustainable Basin
- Articulation and Interinstitutional Collaboration
This alliance seeks to integrate multiple actors from both countries to consolidate efforts and work together for the well-being of the basin. Establishing a robust network will enable us to coordinate actions and promote far-reaching projects that benefit both nations.
The collective goal is to know and value each initiative, promote transparency and joint efforts, and take advantage of the diversity of capabilities of each actor involved.
- Promotion of Joint Projects
Several objectives of the agreement are concrete actions, including managing floating solid waste, relocating landfills that affect the river, collecting waste in the basin and its banks and, most importantly, adequately treating wastewater.
Institutionalizing public policies to protect the basin is another priority, providing a clear structure and direction for future basin-related initiatives and decisions.
- Participation and Citizen Education
The alliance understands the importance of active community participation. Involving citizens in conservation fosters environmental awareness and a deeper connection with the environment.
Education, both formal and informal, is recognized as a vital tool. Raising awareness about conservation and waste management is essential to generate a long-term impact and promote sustainable habit changes in the population.
A Sustainable Future for the Motagua River Basin
The Multi-sector Inter-institutional Agreement is not simply a signed document but the materialization of a shared vision for the care and protection of the Motagua River Basin. By joining forces and establishing concrete objectives, Guatemala and Honduras are sending a powerful message: environmental preservation and the well-being of their inhabitants are priorities that transcend borders. This alliance symbolizes renewed hope and represents a strong commitment and call to action for all parties involved.
Let us mention that this initiative offers inclusiveness, welcoming with open arms all who wish to join the agreement subject to a sole requirement: a genuine commitment to work tirelessly for the Motagua River basin. It is time to consolidate efforts and unite voices and actions in favor of a sustainable future for the basin and, by extension, for future generations who depend on its health and vitality.
