Ministerial Agreement Number 82-2025 was published in the Diario de Centroamérica on February 7, 2025. It creates the “Care Unit for Returned Migrants” within the Ministry of Labor and Social Welfare. The Ministry’s General Directorate of Employment will direct and supervise this unit. 

The purpose of the Care Unit for Returned Migrants is to provide necessary support to returned migrants so they can obtain employment, reintegrate into the labor market, and contribute to economic development.  

The Agreement authorizes the Ministry of Labor and Social Welfare to sign cooperation agreements with entities in the private and public sectors to promote, expand, and strengthen the Care Unit for Returned Migrants, which helps them reintegrate into the labor market. 

The Ministry of Labor and Social Welfare’s Annual Income and Expense Budget will fund the unit created by this Agreement. To achieve its objectives, the Ministry will request the respective budget modifications.
