Fiorella Chinchilla is a BLP Senior Associate in the San José, Costa Rica office. She specializes in the practice area of Public Law, Public Procurement & Regulation, with extensive experience in government issues encompassing public bidding and contracting. Fiorella advises national and international companies in sectors such as pharmaceuticals and healthcare, infrastructure, technology, construction, financial services and education. She has focused on dealing with matters facing the Public Administration and advising on the processing of municipal permits and licenses at all stages and Data Protection. She is part of the practice teams that advise on contentious Administrative Litigation.
She has specialized experience using SICOP, Nexus and the Office of the Comptroller General’s consultation system, tools she uses to develop legal strategies for complex public procurement procedures, prepare appeals and objections and advise companies in regulated sectors and foreign investors in Costa Rica. She joined BLP in 2010, was appointed Legal Assistant in 2019, promoted to Associate in 2020, and advanced to Senior Associate in 2025.

- Laboratorios Saval’s entry into the pharmaceutical market in Costa Rica. BLP advised Saval throughout the acquisition process of Laboratorios Stein’s operations in Costa Rica, including the performance of due diligence, the structuring of the transaction, the negotiation of the purchase agreement and ancillary contracts, and the entry of Saval into the Costa Rican market through the obtention of the applicable permits and the hiring of 170 employees.
