The Honduran National Banking and Insurance Commission (CNBS) has issued Resolution GEE No. 406/04-06-2026, amending the Regulation on Reinsurance Operations, Fronting, and the Registry of Foreign Reinsurers and Reinsurance Brokers.
The amendment introduces practical changes to registration and update processes before the CNBS, including:
- Greater documentary flexibility, allowing certain requirements to be evidenced through a “certificate or legal document”;
- Removal of the requirement that foreign authority documents expressly state that the entity is authorized to operate “abroad”;
- Adjustments to financial documentation requirements applicable to reinsurers, including the removal of references to “annual reports”;
- Special rules for applications filed during the first semester, when the latest audited financial statements or risk rating reports are not yet available;
- Confirmation that the registry update requirement remains annual; and
- Confirmation that foreign public documents must continue to be apostilled, even if they are digital or verifiable online.
This amendment is relevant for reinsurers, reinsurance brokers, local insurance companies, and other market participants involved in registration, renewal, or update processes before the CNBS.
At BLP, we continue to monitor regulatory developments in the Honduran insurance and reinsurance sector.
